The Vote determines whether to activate the LayerZero Protocol fee, applying a fee proportional to the cost of verification and execution of each LayerZero Message. Collected fees would be converted to ZRO and burned.
ZRO holders have two choices:

[02] VOTENoTo keep the protocol fee inactive
